These are an Antique/Vintage pair of Parrots Break Garden Secateurs, Cutters or Pruners. 

In expected used working condition for an item of this age & use.

They are stamped "D*", "J Nowill & sons" and "Made in Sheffield".

There's a safety wire latch to allow them to be stored safe & in the closed position.

Approx just over 8" long in total length.
