Antique/Vintage Parrots Beak Garden Secateurs

A pair of Antique/Vintage Parrots Beak Garden Secateurs, Cutters or Pruners. I believe they're more likely to be an old vintage pair rather than antique.

In expected used working condition for an item of this age & use. They cut but I suspect would further benefit from a sharpening & a spot of oil. They have a good level of tension on them. 

I can't see a makers stamp, however there is some remanence of blue paint. 

There's a safety wire latch to allow them to be stored safe & in the closed position.

Quite largish at approx 9" long in total length.
