I believe this is a Rare Lewis Gun Leather Magazine Pannier.

Its stamped with a "Broad Arrow" &;
"BHG 1942  R".

It has numerous straps & rings. I don't know how many there should be, but please study the images & do your own research.

It appears to carry  ammunition & formed part of the Lewis machine gun pack saddlery.
I believe they were originally introduced in Sept 1916, they seem to be an enigmatic item, as the internet has passed them by. Similarly, Easterly fails to illustrate one (at all) in The Belgian Rattlesnake, considered the definitive work. One wonders how widely they issued. I'd suspect it was more seen in Salonika & perhaps, Italy.

In expected used condition for a item of this age & nature. On the whole, the leatherwork's in good order. It's made of thick leather with a nice golden patina.
It's missing it's internal dividers. There's also some staining to the lid. The fastening clip has a little surface rust. I don't have a key but it opens & closes. It's a little hard to close with nothing inside, as it needs something to support it from behind so you can press the fastening clip.

Approx 26 1/2" by 9 1/2" by 5" deep.
